IMPORT PROCEDURE OF LIGHTS TO VIETNAM

  1. Rules & Circulars applied for lights decoration:
  • Decision 04/2017/QĐ-TTg by Government about Energy Labelling
  • Decision 51/2011/QĐ-Ttg issued on 12 SEPT 2011 about processing Energy Labelling.
  • Circular 07/2012/TT-BCT issued on 04 APRIL 2012 about Energy Labelling.
  • Circular 157/2011/TT-BTC about import/export taxes
  • Decision 04/2017/QĐ-TTg about rules & list vehicle/equipment that need to be labeled energy, applied lowest energy efficiency and steps to process.

  1. Type of lights on the market
  • LED lights
  • Fluorescent lamps
  • Halogen lamps
  • Incandescent bulbs 

 Details about 4 kind of lights above:

  • Fluorescent lamp (including straight tube fluorescent lamp, compact fluorescent, electromagnetic ballast & electronic ballast for fluorescent lamps) must be labelled energy and applied the lowest energy efficiency meeting with standard of Circular 07/2012/TT-BCT issued on 04 APRIL 2012.
  • Incandescent bulbs: not allowed to import to Vietnam
  • Halogen lamps or Led lamps: free energy labelling or free applying the lowest energy efficiency.

Energy Labelling is a must since 1st Jan 2020 regarding to Decision 04/2017/QĐ-TTg by the president of Vietnam Government issued on 9 MARCH 2017.

HS code:

  • Fluorescent lamps: group 70.11.
  • LED lights: group 94.05
  • Halogen lamps: group 85.39

The rules applied to label energy & applied lowest energy efficiency (applied for Fluorescent lamps)

  • TCVN 7896:2008: compact fluorescent lamp
  • TCVN 8249:2009: straight tube fluorescent lamp
  • TCVN 7897:2008: Balát electrical for fluorescent lamp

Process of procedure for energy labelling (applied for Fluorescent lamps):

Step 1: test sample

Step 2: Completed documents

Step 3: Checking on application an Energy Labelling

Step 4: Accepted the Label of Energy

Step 5: Using the Label of Energy for products. 

Documents requires including: 1 original & 5 copy of full set of documents. These documents must be sending to General Directorate of Energy at 54 Hai Bà Trưng Street, Hoàn Kiếm District, Hà Nội.

Documents needed:

Documents about importer:

  • Business License
  • The copy of PO/Sales Contract or Import Customs Declaration

Technical documents about product:

  • Certificate of Brand Label
  • Certificate of quality of product
  • List all kind of lights or lamps
  • Other Certificates such as ISO 9001 (If any)

Brand label or Brand package must show the information below:

  • Name of manufacture
  • Code of product
  • Capacity (W)
  • Energy efficiency: (Lm/W)
  • Life of product
  • Code of Certificate 

Within 20 working days, the General Directorate of Energy will check and release the result to applicator. Once it approved, the certificate will be released within 5 working day.
